A day for ACPA Chapter/State partners and members to identify best practices for advocating and promoting concrete pavements. At lunch, hear from AASHTO’s Executive Director Jim Tymon on what priorities AASHTO envisions as we enter 2024. In addition, the day will offer two exciting excursions and a fun-filled evening beach reception.
A full day of committee meetings and market forum discussions that will help inform attendees on the state of the industry and market trends while shaping ACPA’s strategic focus. Join an exclusive panel in the afternoon with state DOTs to hear how IIJA funding is funneling down to states and state projects. The day concludes with our Chairman's Welcome Reception with cigar rolling.
Join hands-on Concrete Pavement University sessions to learn more about emerging industry issues. Topics include mix design, risks and litigation, EPDs, smoothness, finishing basics, and lessons learned over the past 60 years. The day also includes a celebration of this year’s Excellence in Concrete Pavement and Distinguished Service Award Winners.

AASHTO Executive Director Jim Tymon will speak on the flow of infrastructure funds from the IIJA and IRA (including discretionary grants) and the impact they are having on STIPs and project planning across the country. He will provide observations on inflation and current construction industry constraints, while also speculating on the future outlook for America’s infrastructure. Mr. Tymon has been AASHTO’s executive director since 2019. Prior to that, Mr. Tymon worked for the House of Representatives Committee on Transportation and Infrastructure.

The Calusa Spirit offers a relaxing and fun tour for all ages! This comfortable 45 ft. powered catamaran departs directly from the Marco Island beachfront and glides smoothly across the Gulf, around the tip of Cape Romano and into the 10,000 Islands at the edge of the Everglades. On this 2.5 hour excursion you’ll see abundant tropical wildlife such as dolphin, manatee, bald eagles, fish and shore birds. The captain and onboard naturalist will answer questions about the unique history and ecosystem of Southwest Florida. Upon arrival at an uninhabited island, guests can explore the secluded beach in search of seashell treasures before continuing on with their adventure!

Moderated by House Transportation and Infrastructure Former Chairman Bill Shuster (R-PA), the panel is scheduled to host the honorable Omer Osman, Illinois Department of Transportation Secretary, the honorable Tim Gatz, Oklahoma Department of Transportation Secretary and the honorable Michael Carrol, Pennsylvania Department of Transportation Secretary, as well as a few more invited participants. Topics will include IIJA and IRA funding, the future of formula and discretionary funding, project planning, and other timely topics concerning paving and the highway, aviation, and roads and streets market.

CPU 1 – Improving Concrete Pavement Mix Design and Incorporating Sustainability – Banyan 2
Sustainability and resilience are two of the hottest topics around the industry. FHWA and other agencies are looking to reduce the environmental impact associated with building and maintaining pavements. The concrete pavement industry has much to offer in the way of sustainable and resilient solutions. Join CPU 1 to learn about some of the cutting-edge sustainability related efforts and technologies from around the country.
CPU 2 – Risk and Litigation – Banyan 3
Back by popular demand, the Risk & Litigation Concrete Paving University session will cover the impacts of utilities, determining costs for time-related damages and filing requests for equitable adjustment. Nobody can predict the future, but you can plan now for when disputes arise -- having a better understanding of the process is one way to prepare and mitigate risk. Our presenters will help highlight the risks we take with a project containing utilities, how costs are determined for delays and the information needed to quantify these costs, and how to prepare and prosecute large claims.

CPU 3 – Contractor’s Guide to Environmental Product Declarations (EPDs) – Banyan 2
As sustainability continues to be a major focus, quantifying upfront, embodied environmental impacts is the next major step needed. This is done by producing environmental product declarations, or EPDs, which can give the environmental burden of a concrete mixture. While EPDs are well established in vertical space, they have not historically been used for paving until recently. This session will focus on how contractors can produce their own EPDs for their mixes on a project and how doing so will be critically important for eligibility for funding from the Inflation Reduction Act.
CPU 4 – Ensuring Smoothness Can be Achieved – Banyan 3
Traditionally, agencies develop a single smoothness specification for new roadway construction and apply it independently of what the specific project alignment is. During this Concrete Paving University session, industry experts will discuss how the digital terrain models can be evaluated at the design stage to identify what is and isn’t achievable so that the alignments can be corrected, or the smoothness specs corrected, to allow for the exceptions. Additionally, speakers will cover how to handle this during construction and what can be expected.

CPU 5 – Rethinking the Basics of Finishing – Curing, Sawing & Sealing – Banyan 2
Finishing concrete pavements can play a big role in early and long-term performance. If done incorrectly, it can also be the main cause of construction defects and deficiencies that can lead to corrective actions. Due to these important factors, having quality curing, sawing, and sealing practices is extremely important. This session will review some of the cutting-edge information on ensuring quality is delivered through the finishing process.
CPU 6 – Historical Concrete Paving and Lessons Learned – Celebrating 60 Years of ACPA – Banyan 3
Over the course of ACPA’s 60 annual meetings there have been countless projects highlighted and plenty of issues discussed and solved. As we continue to push into the future, it’s important to look back to the past and learn to continue to improve. This session will highlight projects from the past that deliver on concrete pavement’s promise of durability and longevity. It will also review some of the resources developed over the years that are key to ensuring quality concrete pavements are produced time and time again.
